The Department of Environment and Climate Change is seeking qualified and skilled candidates to fill three Regional Drinking Water Officer positions in various locations throughout Manitoba. The Office of Drinking Water Branch is responsible for administering and enforcing The Drinking Water Safety Act and its regulations, licences, permits, advisories and orders to protect public health.

Duties:
The Regional Drinking Water Officer will facilitate the continued safety and ongoing quality improvement of Manitoba’s drinking water by overseeing water system compliance with The Drinking Water Safety Act and regulations. Reporting to the Senior Regional Drinking Water Officer, the incumbent is responsible for licencing and monitoring water systems including through onsite inspections and sampling; working with Medical Officers of Health to issue and rescind water quality advisories; tracking offences and enforcing compliance by issuing letters of direction, warnings and tickets in accordance with a progressive enforcement strategy; providing guidance and technical expertise about drinking water safety to water suppliers and the public; and contributing to special projects (e.g. policy or procedure development) as needed.

Qualifications:
Essential:

  • Post secondary degree or diploma in Environmental Science, Biological Science, Engineering, or related discipline, with relevant experience.  A suitable equivalent combination of education, training and experience may also be considered.
  • Experience assessing scientific and technical data and documents in a work or academic environment.
  • Demonstrated ability to undertake compliance, inspections and enforcement activities.
  • Strong problem solving and analytical skills.
  • Strong interpersonal skills including the ability to establish and maintain strong working relationships in a team environment.
  • Strong verbal communication skills including the ability to communicate with diverse stakeholders in a clear and concise manner.
  • Strong written communication skills including experience drafting technical reports and correspondence.
  • Ability to work independently and with minimal supervision.
  • Experience using MS Office Suite (Word, Excel, PowerPoint, Access, and Outlook) or similar computer applications.
  • Experience with environmental monitoring and sampling techniques in a work or academic environment.

 

Desired:

  • Experience applying and interpreting legislation related to drinking water, including The Drinking Water Safety Act, The Environment Act and The Public Health Act and related guidelines in either a work or academic environment.
  • Knowledge of drinking water treatment principles.
  • Ability to read, write, and verbally communicate in French.

 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be able to provide and maintain a satisfactory Criminal Records Check
  • Must possess and maintain a valid Full Stage Manitoba Class 5 driver's licence
  • Must be able to travel throughout the province
  • Must be able to work overtime, including evenings and weekends as required
  • Must successfully complete the California State University Water Treatment Plant Field Study Program (Volumes I and II) and the Association of the Board of Certification's (ABC's) level II Water Treatment Exam within 2 years of being hired 
  • Must be able to conduct field investigations and site assessments which require walking over rough terrain while carrying up to 20 pounds
  • Must be able to participate on the Office of Drinking Water's 24 hour On-Call Program which includes the ability to immediately respond to issues and emergencies as they arise
