Job Profile

Under the general direction of the Compliance Reporting Branch Head, the Cross Connection and Backflow Prevention Inspector performs field inspections of properties to identify potential cross connection and backflow situations, issues work orders to the owner/operator to correct cross connection or backflow conditions, and inspects premises containing cross connection and backflow control devices to ensure their proper installation and operation.

 As the Cross Connection and Backflow Prevention Inspector you will:

  1. Review drawings and/or inspect premises to identify potential cross connection and backflow conditions based on the AWWA Western Canada Section Cross Connection Control Manual and recommend the required corrective action to the owner/operator.
  2. Maintain and complete all necessary records and forms including updating of a computerized database and preparing written work orders and reports.
  3. Inspect premises to verify the satisfactory installation of cross connection control measures, ensuring that installed devices have undergone required testing, and monitor the work of licensed installers and testers.
  4. Promote the Cross Connection and Backflow Prevention Program by interpreting the by-law and regulations to involved parties (owners, designers, installers and testers).
  5. Maintain liaison with the City and Provincial Health and Plumbing inspectors.
  6. Deliver lectures regarding Cross Connection and Backflow Prevention at Red River Community College.
  7. Keep current with new techniques and equipment.
  8. Keep current with and comply with all applicable safety regulations. Know and understand all applicable safety policies and procedures. Promote safe work practices.
  9. Perform other related duties consistent with the position and work within policies and regulations established by the City/Department/ Division.

Your education and qualifications include:

  1. High School Grade 12/G.E.D. or equivalent combination of education and experience.
  2. Must possess a Journeyman Plumber’s certificate valid in the Province of Manitoba.
  3. Must have successfully completed an approved course in Cross Connection and Backflow Prevention and possess a valid certificate regarding same.
  4. One year prior related work experience.
  5. Demonstrated ability to read mechanical blueprints, specifications, and reports.
  6. Experience in commercial and industrial mechanical work would be preferred.
  7. Must possess a working knowledge of domestic plumbing.
  8. Must possess a thorough knowledge of appropriate sections of the Water By-law, the Building By-law and the National Plumbing Code relevant to Cross Connection and Backflow prevention.
  9. Demonstrated ability to maintain composure and deal tactfully and diplomatically with a wide range of customers, consultants and contractors under sometimes stressful conditions.
  10. Ability to communicate effectively both verbally and in writing.
  11. Demonstrated knowledge of health and safety policies and practices and the ability to work in a safe manner.
  12. Demonstrated ability to work effectively with limited supervision.
  13. Ability to exercise initiative and independent judgment.
  14. Basic knowledge of computers, including word processing and spreadsheets, and the ability to learn how to use the Divisions' Work Management software.
  15. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  16. Must have a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work.

Conditions of employment:

  1. The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  2. A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  3. Must possess and maintain a valid Class 5 Manitoba Driver’s Licence. The successful applicant will be required to provide a driver’s notice in force document upon request.
  1. Physically capable of performing the duties of the position. May be required to climb ladders and scaffolds, crouch, work in tight spaces, and walk fair distances during inspections.
