The Opportunity:

Under the direction of the Public Works Supervisor, the employee will assist with the construction, maintenance and repairs of municipal infrastructure as well as any other duties that are deemed necessary for the operation of the Public Works Department which includes the water and sewer system and facilities. The employee must possess a commitment to the community by demonstrating a readiness to serve the public and, especially, a willingness to respond under difficult working conditions and emergent situations such as snowstorms and flooding.

Qualifications and Certifications:

  • Minimum Grade 12 High School Diploma or GED equivalency.
  • Must have at minimum, a valid Class 5 Manitoba Driver’s License.
  • Possession or the ability to attain the following certifications within a reasonable timeline:
    • Class I or II operator certificate in Water Treatment
    • Class I or II operator certificate in Water Distribution
    • Class I or II operator certificate in Wastewater Collection
    • Class I or II operator certificate in Wastewater Treatment

Duties:

  • Responsible for all equipment, materials and operations including the maintenance of accurate records.
  • Responsible for the maintenance and upkeep of the Municipality’s infrastructure including but not limited to streets, parks, boulevards and sidewalks.
  • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor and cleans equipment.
  • Assists in repairs to trucks and equipment as required.
  • Assists in construction projects as assigned.
  • Assists with the maintenance and operations of all water and waste facilities, all water and wastewater lines, and all public properties when necessary.
  • Adheres to safe work practices at all times, which includes proper work attire.
  • Attend courses pertaining to Public Works operations as approved by Council.
  • To maintain confidentiality of employees, ratepayers and municipal business as required by The Municipal Act.
  • Operates trucks of various sizes and weights in the loading, hauling and unloading of various equipment, materials and supplies.
  • Operates trucks and construction equipment, as well as labor required in the maintenance of blading roads, dust control, asphalt patching, hauling materials, crack sealing, ditching, culvert maintenance, sign maintenance and installations, line painting, storm drain maintenance, traffic inspections, street sweeping, curb and sidewalk repairs, water break excavations, tree trimming, snow removal and ice control.
  • Performs other work-related duties as assigned.

Necessary Knowledge, Skills and Abilities:

  • Considerable knowledge of heavy-equipment operating principles
  • Working knowledge of the hazards and ability to observe safety precautions common to heavy equipment operations
  • Working knowledge of the methods, materials and tools used in roads and street, and utility, maintenance work
  • Skill in operation of listed tools and equipment.
  • Ability to understand and follow oral or written instructions
  • Ability to communicate effectively verbally and in writing
  • Ability to establish effective working relationships with other employees, supervisors and the public
  • Ability to drive, operate a variety of equipment and perform heavy manual tasks under varying weather conditions

Tools and Equipment Used:

Motorized vehicles and equipment, including grader, back-hoe, loader, dump truck, pickup truck, utility tractor, street sweeper, street roller, man lift, tamper, plate compactor, saws, pumps, low-pressure steamer, tar kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, crack sealing equipment, sidewalk plow, water truck, and sanding truck.

While performing the duties of this job, the employee in regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is occasionally required to stand and talk or hear. The employee is occasionally required to walk, sit climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.

The employee must frequently lift and /or move up to 10 pounds and occasionally lift and /or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and /or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level in the work environment is usually loud.

Specialized Knowledge:

  • Full understanding of Global Harmonized System of Classification and Labelling of Chemicals (GHS) and Workplace Hazardous Materials Information System (WHMIS)
  • Knowledge of The Workplace Safety and Health Act and The Dangerous Goods Act, and the ability to adhere to these regulations is necessary.
  • Previous experience in a trade such as welding, construction, carpentry or auto mechanics, etc. is desirable.
  • Experience in snow removal is an asset.

Skill Requirements:

  • Minimum of 3 years experience working for a municipality in a public works environment or equivalent working experience.
  • Must be able to operate heavy equipment such as, but not limited to, grader, backhoe, loader, mower and steamer.
  • Physically capable of performing assigned duties.
  • Must possess a mechanical aptitude.
  • Must possess good organizational skills.
  • Willingness to learn new skills and take additional training as deemed necessary.

Schedule:

Monday to Friday, 80 hours bi-weekly, work in an on call rotation and respond to emergency call outs when required (4:30 PM to 8:00 AM weekdays and 24 hours on weekends.
